The Government Service Insurance System (GSIS) has introduced three new programs aimed at addressing the country’s significant housing backlog, providing insurance for state assets, and enhancing digital services for its members and pensioners.

Among these, the Pabahay sa Bagong Bayani na Manggagawa (PBBM) sa Pamahalaan program stands out as a comprehensive scheme to tackle the housing shortage for government employees.

Pabahay sa Bagong Bayani na Manggagawa (PBBM) sa Pamahalaan Program

The PBBM program is designed to help resolve the country’s massive housing backlog of over six million units.

It offers a low-interest loan with flexible terms and consists of three main components:

  1. Rent-to-Own Scheme: This component provides access to 15,000 residential properties under GSIS. Government employees can rent these properties with the option to eventually own them.
  2. Housing Loan Condonation Program Extension: The Housing Loan Condonation Program, now extended until 2025, offers relief to borrowers who are struggling with loan repayments. This extension aims to help more government employees keep their homes.
  3. Construction of Low-Cost Housing Units: Initial construction efforts will focus on high-rise condominium buildings in Fairview, Quezon City, and Cogeo, Antipolo. These units, priced at ₱1.6 million for a two-bedroom apartment, will be available with an affordable financing plan requiring no down payment and a 30-year repayment term at ₱12,000 per month.

With affordable financing plans, employees can now fulfill their dream of owning a home without the burden of a hefty down payment.

Insurance Coverage for State Assets

GSIS President and General Manager Wick Veloso emphasized the importance of ensuring all government properties and assets are covered by property insurance.

To date, the agency has generated ₱6.8 billion in gross premiums written, making it the largest non-life insurance company in the country.

The pension fund’s commitment to safeguarding state properties aligns with its mandate to protect government assets and provide security for its members.

Digitization of GSIS Processes

In addition to the housing and insurance schemes, GSIS is also focusing on digitizing its processes for the convenience of its members and pensioners.

The newly launched Facial Recognition feature in the GSIS Touch mobile app allows old-age and disability pensioners to complete their annual “proof-of-life” (APIR) through their smartphones.

This innovation eliminates the need for pensioners to leave their homes and visit the agency’s branches, making the process more efficient and accessible.

Enhanced Loan Programs

To further support its members, GSIS has enhanced its Multi-Purpose Loan (MPL) program, now renamed MPL Flex.

This loan product offers a longer and more flexible payment period, ranging from one to 15 years, at an affordable interest rate of 6% per annum.

Eligibility conditions have been relaxed, allowing government employees who have served for only one month to apply for the MPL Flex.

Applying for the GSIS Pabahay Loan Program is a straightforward process designed to be accessible for all government employees. Here is a step-by-step guide to help you navigate the application:

Step 1: Eligibility Check

Ensure that you meet the eligibility criteria for the Pabahay sa Bagong Bayani na Manggagawa (PBBM) sa Pamahalaan program. The primary requirements include:

  • You must be a government employee.
  • You should be a member of GSIS.
  • You must have at least one month of service.

Step 5: Wait for Confirmation

After submitting your application, the agency will review and verify the provided information. This process may take some time, so be patient. You will be notified via email or phone call about the status of your application.

Step 6: Loan Approval and Disbursement

Once your application is approved, you will receive a confirmation notice. The loan amount will be disbursed according to the terms agreed upon in your application. For the rent-to-own scheme and purchase of condominium units, specific instructions will be provided regarding payment schedules and property occupancy.

Step 7: Attend Orientation (if applicable)

Some applicants may be required to attend an orientation session to better understand the terms and conditions of the loan program, repayment schedules, and other important details.
