The event, held on December 17 and 19, 2024, in NCR, Central Luzon, Central Visayas, and Davao Region, introduced 36 Social Welfare and Development Agencies (SWDAs) to HELPS’ seamless platform for registration, licensing, and accreditation.

During the roadshow, participants received one-stop-shop services and technical guidance on compliance and platform usage in preparation for HELPS’ full launch in January 2025.

The activity was led by Undersecretary Denise Florence Bernos-Bragas and Assistant Secretary Janet P. Armas, along with key DSWD officials from various regions.

HELPS represents DSWD’s shift toward accessible, technology-driven processes for supporting SWDAs across the country.

 

DSWD Prepares Staff for HELPS Online Platform Launch

The Department of Social Welfare and Development (DSWD) is gearing up for the launch of its Harmonized Electronic License and Permit System (HELPS) by training personnel to manage the reengineered system for registration, licensing, and accreditation of social welfare and development agencies (SWDAs).

In June and July, the Standards Bureau (SB) conducted the HELPS Backroom Series at the DSWD Central Office in Quezon City, ensuring staff are well-equipped to receive and process applications from SWDAs.

Director Atty. Megan Therese Manahan emphasized that the training is part of the agency’s efforts to enhance the system, adding features like real-time monitoring, automated notifications, and user-friendly interfaces.

The four-day training included backroom management and a walkthrough of the client side of the system to provide a seamless, stress-free, and fast online application process for end-users.

HELPS aims to streamline the application process for RLA and other regulatory services, reducing the previous 49 steps to 12, in line with President Ferdinand R. Marcos Jr.’s agenda on digitalizing government processes.
