Recently, the Department of Migrant Workers (DMW) experienced a ransomware attack that compromised its online systems. 

While the DMW assured that no OFW data was affected, the attack led to the temporary shutdown of electronic services. 

As a result, manual processing of OECs and OFW Passes is now required. This manual process is important for OFWs to continue their employment abroad without disruption.

This guide outlines the steps you need to follow to help you obtain these necessary documents smoothly.

Steps to Manually Process an Overseas Employment Certificate (OEC)

1. Visit the DMW Office

Head to the nearest DMW National Office, Regional Office, One-Stop Shop, or Migrant Workers Assistance Center.

2. Balik Manggagawa Registration

At the office, inform the staff that you need to process your OEC. They will guide you to the ‘Balik Manggagawa’ section.

3. Enter Flight Details

Provide your flight details and any other required information to the DMW staff.

4. Pay the Processing Fee

Pay the ₱100 processing fee at the POEA cashier. Keep the receipt as proof of payment.

5. Claim Your OEC

After payment, proceed to the designated area to claim your OEC document in person.

Benefits of the OEC

  • The OEC is valid for 60 days.
  • It exempts OFWs from paying travel tax and airport terminal fees.
  • The OEC can only be used once per issuance.

Steps to Manually Process an OFW Pass

1. Download the DMW Mobile App

Although the primary processing is manual, you still need the DMW Mobile App. Download it from Google Play or the Apple Store.

2. Register for an OFW Pass

Open the app and register for an OFW Pass. You will receive an e-registration number (ERN).

3. Submit Required Documents

Prepare the following documents for verification:

  • Valid passport
  • Birth certificate
  • Diploma and transcript of records
  • Resume
  • Previous employment contracts
  • NBI clearance
  • Marriage contract (if applicable)
  • Professional certifications

Submit these documents through the app or in person at the DMW office.

4. Wait for Verification

The DMW will process and verify your application within 2-3 working days.

5. Access Your OFW Pass

Once approved, you can generate and access your OFW Pass digitally through the app.
