Recently, the Department of Migrant Workers (DMW) experienced a ransomware attack that compromised its online systems.
While the DMW assured that no OFW data was affected, the attack led to the temporary shutdown of electronic services.
As a result, manual processing of OECs and OFW Passes is now required. This manual process is important for OFWs to continue their employment abroad without disruption.
This guide outlines the steps you need to follow to help you obtain these necessary documents smoothly.
Steps to Manually Process an Overseas Employment Certificate (OEC)
1. Visit the DMW Office
Head to the nearest DMW National Office, Regional Office, One-Stop Shop, or Migrant Workers Assistance Center.
2. Balik Manggagawa Registration
At the office, inform the staff that you need to process your OEC. They will guide you to the ‘Balik Manggagawa’ section.
3. Enter Flight Details
Provide your flight details and any other required information to the DMW staff.
4. Pay the Processing Fee
Pay the ₱100 processing fee at the POEA cashier. Keep the receipt as proof of payment.
5. Claim Your OEC
After payment, proceed to the designated area to claim your OEC document in person.
Benefits of the OEC
- The OEC is valid for 60 days.
- It exempts OFWs from paying travel tax and airport terminal fees.
- The OEC can only be used once per issuance.
Steps to Manually Process an OFW Pass
1. Download the DMW Mobile App
Although the primary processing is manual, you still need the DMW Mobile App. Download it from Google Play or the Apple Store.
2. Register for an OFW Pass
Open the app and register for an OFW Pass. You will receive an e-registration number (ERN).
3. Submit Required Documents
Prepare the following documents for verification:
- Valid passport
- Birth certificate
- Diploma and transcript of records
- Resume
- Previous employment contracts
- NBI clearance
- Marriage contract (if applicable)
- Professional certifications
Submit these documents through the app or in person at the DMW office.
4. Wait for Verification
The DMW will process and verify your application within 2-3 working days.
5. Access Your OFW Pass
Once approved, you can generate and access your OFW Pass digitally through the app.
Benefits of the OFW Pass
- The OFW Pass is free.
- It is valid for the duration of your work contract.
- It serves as a digital ID and exit clearance, eliminating the need for physical visits to the DMW.
Tips for Using the DMW Mobile App

- You can submit all required documents digitally through the app, eliminating the need to physically visit DMW offices
- Track the status of your OFW Pass application directly within the app
Secure Document Storage
- Use the app to safely store and access important documents like passports, IDs, and employment contracts

- You can also access emergency hotlines for assistance when needed
Manage Your OFW Information
- Store your passport details, personal information, and employment contracts in the app’s repository
- Access your digital OFW Pass ID anytime through the app
Troubleshoot Login Issues
- Some users have reported difficulties with the login process, such as not receiving OTPs or experiencing long loading times
- If you encounter any login problems, you can contact the app’s customer support team via email or the provided hotline
Temporary Measures Due to System Shutdown
System Shutdown Context
Due to the ransomware attack, the DMW had to shut down its online systems to protect OFW data. The DMW is coordinating with the Bureau of Immigration and airport authorities to make sure OFWs can depart smoothly despite the system outage.
Alternative Processing Locations
To facilitate manual processing, the DMW has activated several locations where OFWs can secure their OECs and OFW Passes. These include:
- DMW National Office
- Regional Offices and Extensions
- One-Stop Shops
- Migrant Workers Assistance Centers
Requesting Information Sheets
For OFWs needing information sheets, there is no need to visit a DMW office. You can request them by sending an email to infosheet@dmw.gov.ph. The DMW will send your QR-coded information sheets directly to you.
