Background of the Social Housing Finance Corporation (SHFC)

SHFC was created to address the pressing need for accessible and affordable housing among low-income families. It operates as a key agency under the umbrella of government initiatives aimed at improving living standards for underserved communities.

From its inception in 2004, SHFC has focused on implementing programs that empower communities to take ownership of their housing projects. By promoting collaboration and shared responsibility, SHFC has paved the way for more sustainable housing solutions.

The corporation’s flagship programs, such as the Community Mortgage Program (CMP) and the Abot-Kaya Pabahay Fund (AKPF), reflect its commitment to creating practical pathways for individuals and families to own homes. These initiatives are part of a broader vision to enhance social equity and promote community development through housing.

Over the years, SHFC has forged partnerships with local governments, non-governmental organizations, and community associations to expand its reach. This collaborative approach has allowed SHFC to tackle housing challenges on a larger scale while tailoring solutions to the unique needs of different communities.

By focusing on innovative and inclusive strategies, SHFC continues to evolve as a leader in the housing finance sector, striving to make homeownership a reality for those who need it most.

Legal Basis for the Establishment of SHFC

Established through Executive Order No. 272, the Social Housing Finance Corporation (SHFC) serves as the primary government agency responsible for financing social housing programs for both formal and informal low-income sectors.

SHFC’s core mandate includes developing and managing social housing schemes, notably the Community Mortgage Program (CMP) and the Abot Kaya Pabahay Fund (AKPF).

The CMP is a people-led housing finance initiative that assists legally organized associations of low-income groups in acquiring and developing land under the concept of community ownership.

The AKPF provides amortization support and developmental financing to make housing more accessible to underprivileged communities.

Through these programs, SHFC aims to empower and uplift the living conditions of underprivileged communities by providing flexible, affordable, innovative, and responsive shelter solutions.

SHFC collaborates with national and local governments, civil society organizations, and the private sector to support these communities effectively.

By focusing on sustainable and inclusive housing initiatives, SHFC strives to build adequate, livable, affordable, and inclusive Filipino communities, contributing to the overall goal of social equity and improved quality of life for low-income families.
