PhilHealth Now Offers Free Coverage to Solo Parents

Solo parents in the Philippines now have access to free healthcare coverage through PhilHealth.

In a new policy, outlined in Circular 2024-0020, PhilHealth extends its services under Republic Act No. 11861, known as the Expanded Solo Parents Welfare Act.
This law automatically includes solo parents and their children in the National Health Insurance Program (NHIP).

Enrolling Solo Parents

PhilHealth will register solo parents as principal members under the “indirect contributor” category, specifically labeled as “solo parent.”

This means eligible solo parents can receive healthcare benefits without the need to contribute directly.

However, before registering, solo parents must first secure a valid Solo Parent Identification Card (SPIC) from their local government unit.

PhilHealth will provide a revised membership registration form for those who meet the requirements.
The circular reminds applicants to prioritize obtaining the SPIC from the solo parents’ office or division within their local government.
This is necessary to update their records with PhilHealth accurately.

Who Qualifies as a Solo Parent?

The law defines solo parents in a broad way, allowing many to benefit from this healthcare coverage.
Eligible individuals include those who:

  • Became a solo parent due to rape, even without a final conviction.
  • Have lost their spouse.
  • Have a spouse who has been detained for at least three months.
  • Have a spouse with a physical or mental disability.
  • Have been legally separated or living apart from their spouse for at least six months.
  • Have had their marriage annulled or declared null.
  • Have been abandoned by a spouse for at least six months.
  • Have a spouse working overseas as an OFW in the low or semi-skilled category for at least 12 consecutive months.
  • Are guardians of an OFW’s child or children.
  • Are unmarried and supporting a child.
  • Are legal guardians, adoptive, or foster parents.
  • Are relatives up to the fourth civil degree of consanguinity or affinity who care for a child after their parent or legal guardian has died or disappeared for at least six months.
  • Are currently pregnant and raising a child on their own.

Support for Solo Parents

The Expanded Solo Parents Welfare Act updates the original Solo Parents Welfare Act of 2000.

It focuses on improving the rights and access to resources for solo parents across the country.

This law helps solo parents receive more social protection, making it easier for them to manage their daily needs while caring for their children.

Through this updated law, the government continues its work to support solo parents and their families, offering them better access to essential resources and services.
