Its introduction underscores the government’s dedication to promoting the welfare and well-being of more than 3 million Filipino overseas workers, offering them not just a piece of identification but a gateway to benefits that reinforce their ties to the Philippines and empower them with tools for financial, educational, and social advancement.

The target beneficiaries of the digital card are the returning (Balik-Manggagawa) workers who possess active OWWA membership, a valid Overseas Employment Certificate/Exemption Number, and a valid passport. The program promises a slew of advantages, including streamlined access to OWWA’s programs and services, digital convenience through its mobile app, and a permanent OWWA/OFW membership number.
