Agri-Negosyo (ANYO) Loan Program by Department of Agriculture

Agriculture remains the backbone of the Philippine economy, providing livelihoods to millions of Filipinos.

However, many small farmers and fisherfolk (SFF) continue to face financial challenges that hinder their ability to grow and sustain their operations.

Recognizing these challenges, the Philippine government, through the Department of Agriculture (DA) and the Agricultural Credit Policy Council (ACPC), has introduced the Agri-Negosyo (ANYO) Loan Program.

This program aims to provide accessible capital to marginalized farmers, fishers, and micro and small agri-fishery enterprises (MSEs) to transform them into successful agripreneurs.

What is the Agri-Negosyo Loan Program?

The Agri-Negosyo Loan Program is designed to address the capital requirements of individual small farmers and fisherfolk, as well as their organizations and associations.

This loan facility enables them to improve the efficiency, productivity, and profitability of their agricultural and fishery operations.

By offering financial support, the program helps these individuals and entities engage in income-generating activities that contribute to their overall economic well-being.

Eligibility and Loan Features

Who Can Apply?

The ANYO Loan Program is open to a wide range of applicants, including:

  • Small Farmers and Fisherfolk (SFF): Individuals registered or enrolled under the Registry System for Basic Sectors in Agriculture (RSBSA).
  • Micro and Small Enterprises (MSEs): These include businesses engaged in the production, processing, marketing, and distribution of agri-fishery products. MSEs can be single proprietorships, partnerships, corporations, cooperatives, or associations.
  • Farmer and Fisherfolk Organizations/Associations: Registered entities whose members are farmers and fisherfolk are also eligible to apply.

The loans provided under the ANYO program can be used for various purposes, including:

The program offers flexible loan amounts depending on the borrower’s needs:

  • Individuals: Up to PHP 300,000 can be borrowed by individual farmers and fishers.
  • Micro Enterprises: Loans of up to PHP 3 million are available.
  • Small Enterprises: Eligible entities can borrow up to PHP 15 million, depending on their assets.

  • Repayment Terms: Loans are payable based on the cash flow of the project but should not exceed five years.

The Role of Partner Lending Conduits (PLCs)

The DA-ACPC collaborates with Partner Lending Conduits (PLCs) to manage the disbursement and collection of loans under the ANYO program.

PLCs include:

  • Government Financial Institutions (GFIs): Such as government-owned banks and financial institutions.
  • Non-Government Financial Institutions (NGFIs): These include cooperative banks, rural banks, cooperatives, NGOs, and other private financial institutions.

PLCs are responsible for evaluating loan applications, disbursing funds to eligible borrowers, and monitoring loan repayments.

This partnership makes sure that loans are efficiently processed and that borrowers receive the necessary financial support.

Application Process

Applying for the ANYO Loan Program is straightforward, but it involves several key steps to make certain that borrowers are adequately prepared and that their applications are processed smoothly:

  1. Sign-Up: Eligible borrowers must sign up at the official website, acpc.access.ph.
  2. Program Briefing: All applicants are required to attend a program briefing, where they will be informed about the loan terms and conditions.
  3. Document Submission: Applicants must submit all required documents, including identification, proof of registration with the RSBSA or FFEDIS, and other relevant documents, to the chosen PLC.
  4. Evaluation: The PLC conducts an evaluation, including credit and background checks, to determine the borrower’s eligibility.
  5. Loan Disbursement: Once the loan is approved, the PLC disburses the loan amount to the borrower.

Special Windows for Specific Groups

In addition to the regular ANYO Loan Program, there are special windows designed to cater to specific groups:

  • ANYO for OFWs: This program, facilitated by the Overseas Workers Welfare Administration (OWWA), provides loans to returning Overseas Filipino Workers (OFWs) who wish to venture into agribusiness.
