Pag-IBIG Health and Education Loan Program (HELPs)

The Pag-IBIG Health and Education Loan Program (HELPS) is designed to provide financial assistance to Pag-IBIG members for managing education and health-related expenses. Targeted primarily at active Pag-IBIG I members, this program ensures that a wide array of members can access these essential benefits when needed. To be eligible, members must have at least one monthly membership saving within the last six months and a total of at least twenty-four monthly savings.

The application process is straightforward, involving documentation gathering, choosing an application method (online or over-the-counter), and undergoing a loan assessment based on the Total Accumulated Value (TAV). Members can expect clear guidelines on the loan amount they can borrow, the application steps, and the loan disbursement process, making HELPS a reliable resource for those in need of educational or medical financial support.

Introduction to Pag-IBIG HELPs

Pag-IBIG HELPs is designed to assist members by offering financial aid for educational and health-related expenses, extending the fund’s goodwill. The program covers all active Pag-IBIG I members, ensuring that a broad base of individuals can access these benefits when needed.

Eligibility Criteria

To qualify for the HELPS, members must meet the following conditions:

  • Active Pag-IBIG Membership: You need to have at least one (1) monthly membership savings in the six months prior to your application.
  • Regular Savings: You should have completed at least twenty-four (24) monthly membership savings.
  • Previous Withdrawals: Members who have previously withdrawn their savings upon maturity or opted for early withdrawal are still eligible. However, they must have accumulated 24 new monthly savings or its equivalent since their last withdrawal.

Steps to Apply for HELPS

Applying for the HELPS involves several clear steps, from gathering documentation to submitting your application.

Gather Required Documents

To prepare for your application, collect the following documents:

  • Pag-IBIG Membership ID (MID) Card: This serves as your official identification with the Fund.
  • HELPS Application Form: Available for download at Pag-IBIG Website.
  • Proof of Income: This could be recent payslips, income tax returns, or other relevant financial documents.
  • Educational or Medical Documentation: Depending on the purpose of your loan, provide a school registration form, certification for educational expenses, or a medical certificate and hospital bill estimate for medical expenses.
  • Proof of Relationship: Required if the loan benefits another person, such as a dependent.

Choose Your Application Method

Pag-IBIG offers two convenient ways to apply for HELPS:

  • Online: Use the Virtual Pag-IBIG to submit your application and upload all required documents.
  • Over-the-Counter: You can also apply in person by visiting any Pag-IBIG branch with your application form and necessary documents.

Loan Application Processing

Once your application is submitted, the Fund will evaluate it based on your eligibility and Total Accumulated Value (TAV). The assessment will determine the loan amount you are entitled to receive.

Loan Approval and Fund Disbursement

If your application is approved, Pag-IBIG will notify you about the loan approval and subsequently release the funds directly to the accredited institution (educational or healthcare provider) that you have specified.

Additional Notes

  • Loan Usage: You can utilize the loan for educational expenses, medical expenses, or healthcare plans from accredited HMOs.
  • Loan Limit: The maximum amount you can borrow will depend on your TAV.
  • Existing Loans: Members with an existing Multi-Purpose Loan (MPL) or Calamity Loan are still eligible to apply for HELPS and vice versa.

How Much Can You Borrow?

The loan amount a member can borrow is based on the lowest of either the desired loan amount, the loan entitlement capped at 80% of the member’s Total Accumulated Value (TAV), or an amount that won’t reduce their net take-home pay below the minimum required by law. This consideration ensures that loans are sustainable for members without compromising their financial stability.

Loan Terms and Payments

Members can choose to repay the loan over 6, 12, 24, or 36 months, with optional grace periods for longer terms. Repayments are typically made through salary deductions, though over-the-counter payments are possible for self-employed members or OFWs.

Default and Penalties

Failure to make three consecutive monthly amortizations or monthly savings contributions will place a borrower in default, prompting the outstanding loan obligation to become due immediately. Penalties are applied for late payments, emphasizing the importance of timely repayments.

Renewal and Offsetting Conditions

Members can renew their HELPs loans after making a significant portion of their payments. Additionally, in cases of severe personal or family health crises, or other extreme circumstances, members can request to offset their outstanding HELPs balance against their TAV, providing some financial relief during difficult times.
