Government-Private Sector Partnership

The Department of Labor and Employment (DOLE), together with private companies and local government units, has launched the SPES program.

A total of 550 job openings are available for students and OSY, offering part-time roles and potential long-term employment across various industries.

DOLE Ilocos Norte Field Office Chief Janelyn Martin confirmed that applications are now open.

Interested individuals are encouraged to apply directly to participating private and public establishments.

Financial and Educational Support

SPES was established under Republic Act 7323 and has been continuously strengthened through amendments, including Republic Act 10917.

The program’s main goal is to assist financially challenged but deserving students and OSY in continuing their education by offering temporary employment during summer or holiday breaks.

For 2025, the Marcos administration has increased SPES funding to PHP 828.9 million, a notable rise from PHP 585 million in 2023, as confirmed by the Department of Budget and Management.

Beneficiaries of the program will work for 20 days.

DOLE will cover 40% of their wages, while private employers will handle the remaining 60%.

This financial aid helps support families and allows young workers to stay in school.

Employment Opportunities and Coverage

Several private employers, including Chowking, Zarks Burgers, and Ramen Naijiro, have committed to hiring students and OSY for crew member positions.

Additionally, some beneficiaries will be placed in government offices, where they will take on clerical roles and assist with public services.

A key benefit of SPES is the one-year insurance coverage provided to all program participants, giving them security while they work.

Impact on Youth and Families

Many young individuals see SPES as a stepping stone toward financial independence and career development.

Febe Bagcal, a student from Mariano Marcos State University who plans to join the program, expressed gratitude for the opportunity.

“This is a big help for us students because we can support our families financially while gaining valuable work experience,” she said.

How to Apply

Interested applicants are encouraged to submit their applications as soon as possible to DOLE Ilocos Norte Field Office or directly to participating businesses.

The SPES program is set to begin this summer, opening doors for young individuals to gain experience, earn an income, and build a better future.

For more information, applicants can visit their local DOLE office or check with participating employers.
