The Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries of the Department of Social Welfare and Development (DSWD) are set to gain an additional layer of financial security. They can now look forward to being protected by social security insurance under the AlkanSSSya Program of the Social Security System (SSS).
A New Chapter for 4Ps Beneficiaries
On July 8, 2024, a significant development took place at the DSWD Central Office.
DSWD Secretary Rex Gatchalian and SSS President and CEO Rolando Macasaet formalized a partnership through a Memorandum of Agreement (MOA).
This agreement marks the beginning of a new program that provides low-cost social insurance for 4Ps beneficiaries, who may eventually become SSS pensioners.
“This program is greatly appreciated as it tailors the AlkanSSSya Program to fit the financial capacity of our 4Ps beneficiaries,” said Secretary Gatchalian.
The 4Ps AlkanSSSya Program
The DSWD and SSS have developed a contribution subsidy table that has not yet been publicly released as of this writing, specifically for 4Ps beneficiaries.
This table is based on an actuarial study and the actual capacity of the beneficiaries to pay a minimum amount of Php 570.00 per month.
“In the DSWD, we believe that when fifty percent of your budget and your largest flagship program is the 4Ps, we must continually upgrade the program.
It cannot be business as usual all the time,” Secretary Gatchalian emphasized.
“This is another fruition of upgrading the program, ensuring that our 4Ps beneficiaries are self-reliant, self-sufficient, and productive members of society.”
How the Program Works
Under the new program, 4Ps beneficiaries can register as voluntary paying members of the SSS.
The SSS will facilitate the registration and orientation through regular family development sessions (FDS) and events during the ‘Pugay Tagumpay’ exit program.
According to SSS President Macasaet, 4Ps voluntary members can pay their contributions through online payment portals, eliminating the need to visit SSS offices.
This move aligns with SSS’s digitalization efforts.
“Today’s MOA signing is a step towards protecting the welfare of the most vulnerable sectors of society. Under Secretary Gatchalian’s leadership, the DSWD will focus on developing and deploying automated systems for priority frontline services, streamlining benefit disbursement,” said Macasaet.
Continuous Program Enhancements
Secretary Gatchalian announced that, in line with directives from President R. Marcos Jr., the DSWD is revisiting policies to upgrade the 4Ps program.
These upgrades include additional grants to prevent beneficiaries from sliding back into poverty.
“Part of the President’s mandate is to review the program, which has been running for 16 years, and to revitalize its components. We are looking at automation upgrades, inflation proofing, introducing the First 1000-day grant, and enhancing the family development sessions curriculum,” Secretary Gatchalian explained.
Ensuring Financial Security
This initiative is part of the DSWD’s commitment to ensure the financial security and sustainability of 4Ps beneficiaries as they transition out of the program.
“Sa ganitong paraan, naniniwala po kami na pag grumaduate ang 4Ps beneficiaries namin sa programa, mayroon po silang SSS coverage na aasahan,” Secretary Gatchalian said. (In this way, we believe that when our 4Ps beneficiaries graduate from the program, they will have SSS coverage to look forward to.)
About the 4Ps Program
The 4Ps is a national poverty reduction strategy institutionalized under Republic Act No. 11310, signed on April 17, 2019. As of May 31, there are 4.3 million household-beneficiaries nationwide receiving conditional cash grants under the program.
